Destinazione del 5 per 1000 dell’IRPEF all’AAI

A partire dalla dichiarazione dei redditi 2005, la legge 266/05 prevede la possibilità di sostenere del associazioni di volontariato ONLUS destinando la quota del 5 per 1000 dell’IRPEF.
Per usufruire di questa nuova modalità di donazione a costo zero e sufficiente apporre la propria firma e il codice fiscale dell’Associazione Acromati Italiani ONLUS dell’apposito riquadro della dichiarazione dei redditi o del CUD. Non si tratta di un obbligo ma di una facoltà che non modifica le imposte dovute e non è alternativa all’8 per mille.
Il codice fiscale dell’AAI da inserire nella dichiarazione dei redditi per destinare il 5 per 1000 è: 93130380236. Grazie!

Statuto

Art. 1 – DENOMINAZIONE – FORMA GIURIDICA – DURATA

È costituita un’Associazione denominata “Associazione Acromati Italiani – Organizzazione Non Lucrativa di Utilità Sociale (ONLUS).
L’Associazione assume nella propria denominazione la qualifica di Organizzazione non lucrativa di utilità sociale (in breve ONLUS) che ne costituisce peculiare segno distintivo e a tale scopo viene inserita in ogni comunicazione e manifestazione esterna della medesima.
L’Associazione degli Acromati Italiani ha durata illimitata, è senza scopo di lucro.

Art. 2 – SEDE

L’Associazione ha la propria sede in Verona, Viale Palladio n. 12.
L’Associazione può istituire con deliberazione dell’organo competente, uffici o sedi periferiche anche in altre località.

Art. 3 – FINALITÀ E SCOPI

L’Associazione, a conoscenza dei gravi problemi nei quali si trovano i soggetti affetti da acromatopsia e le loro famiglie, si prefigge il perseguimento di finalità di solidarietà sociale quali:
la promozione a tutti i livelli sociali di iniziative al fine di diffondere la conoscenza dell’acromatopsia;
la promozione di un supporto psico-pedagogico e formativo agli acromati e alle loro famiglie;
la promozione di un adeguato collegamento fra gli acromati e le loro famiglie per scambi di esperienze umane, sociali, culturali e simili attinenti l’acromatopsia;
la collaborazione con le istituzioni scientifiche per la ricerca sull’acromatopsia;
la sensibilizzazione in tutte le sedi istituzionali per il riconoscimento giuridico della condizione degli acromati;
la sensibilizzazione delle istituzioni nella ricerca di soluzioni idonee al più adeguato inserimento nella vita civile degli acromati.
L’Associazione potrà avvalersi, nello svolgimento della propria attività, e in piena conformità alle finalità che le sono proprie, di altri soggetti quali cooperative sociali, Associazioni ed Enti stipulando con essi particolari convenzioni di servizio e di collaborazione.
È escluso lo svolgimento di attività diverse da quelle precedentemente indicate ad eccezione di quelle direttamente ad esse connesse e nei limiti previsti dalla normativa in materia.

Art. 4 – ASSOCIATI

L’Associazione è aperta a tutti coloro che, interessati alla realizzazione delle finalità istituzionali, ne condividono lo spirito e gli ideali, accettando lo statuto e il regolamento.

Art. 5 – AMMISSIONE DEGLI ASSOCIATI

L’ammissione degli Associati è deliberata, su domanda scritta del richiedente controfirmata da altro Associato, dal Consiglio Direttivo.

Art. 6 – OBBLIGHI DEGLI ASSOCIATI

Tutti gli Associati sono tenuti a rispettare il presente Statuto e il Regolamento, che verrà approvato dall’Assemblea degli Associati, al versamento della quota annuale, alla collaborazione per il bene dell’Associazione.
Espressamente è esclusa la temporaneità della partecipazione alla vita associativa.

Art. 7 – SCIOGLIMENTO DEL RAPPORTO SOCIALE DEGLI ASSOCIATI

Il vincolo sociale cessa per decesso, recesso, decadenza ed esclusione dell’Associato e, nel caso di Enti giuridici, per scioglimento e/o incorporazione.

Art. 8 – FINANZIAMENTO

L’Associazione si finanzia mediante:
il contributo associativo annuale, che tutti gli Associati sono tenuti a versare;
contributi da privati;
contributi dello Stato e della Regione, nonché di Enti ed Istituzioni pubbliche;
contributi di Organismi Internazionali;
donazioni e lasciti testamentari;
rimborsi derivanti da convenzioni;
entrate derivanti da attività produttive e commerciali marginali.
L’Assemblea degli Associati potrà deliberare sul versamento di quote aggiuntive straordinarie a quella annuale.
I lasciti testamentari sono accettati dall’Assemblea degli Associati, che delibera sulla utilizzazione di questi proventi, in armonia con le finalità statutarie dell’Associazione.
I proventi derivanti da attività commerciali o produttive marginali sono inseriti in apposita voce del bilancio dell’Associazione. Spetta all’Assemblea degli Associati deliberare sulla utilizzazione dei proventi, sempre in armonia con le finalità statutarie dell’Associazione.

Art. 9 – CONTABILITÀ

L’esercizio finanziario inizia il 1° gennaio e termina il 31 dicembre di ogni anno.
Il Consiglio Direttivo deve redigere il bilancio preventivo e il bilancio consuntivo.
Il bilancio preventivo e consuntivo devono essere approvati dall’Assemblea ordinaria degli Associati ogni anno entro il mese di aprile.
Essi devono essere depositati presso la sede dell’Associazione entro i 15 giorni precedenti la convocazione dell’Assemblea al fine di poter essere presi in visione da tutti gli Associati.

Art. 10 – ORGANI DELL’ASSOCIAZIONE

Sono Organi dell’Associazione:
l’Assemblea degli Associati;
il Consiglio Direttivo;
il Presidente;
il Collegio dei Revisori dei Conti.

Art. 11 – ASSEMBLEA

L’Assemblea degli Associati è il momento fondamentale di confronto, atto ad assicurare la corretta gestione dell’Associazione. Hanno diritto a partecipare all’Assemblea tutti gli Associati. Gli Associati maggiori di età hanno il diritto di voto per l’approvazione e le modificazioni dello statuto, del regolamento e per la nomina degli organi direttivi dell’Associazione.
L’Assemblea ordinaria viene convocata almeno una volta all’anno. Può essere convocata quando sia necessaria o su richiesta del Consiglio Direttivo o da almeno un decimo degli Associati.
In prima convocazione l’Assemblea ordinaria e straordinaria è valida se è presente la maggioranza degli Associati e delibera validamente con la maggioranza dei presenti mentre per le modifiche allo statuto occorre sempre l’intervento di almeno tre quarti degli Associati e il voto favorevole della maggioranza dei presenti.
In seconda convocazione la validità prescinde dal numero dei presenti e delibera sempre con la maggioranza dei presenti, mentre per le modifiche allo statuto occorre sempre l’intervento di almeno tre quarti degli Associati e il voto favorevole della maggioranza dei presenti.
La convocazione dell’Assemblea, ordinaria e straordinaria, deve essere effettuata dal Presidente mediante lettera ordinaria da recapitarsi all’Associato almeno dieci giorni prima della riunione. Sono comunque ammesse altre forme di convocazioni (fax, invito verbale, etc.) purché possa essere provata l’avvenuta convocazione.
All’Assemblea, ordinaria o straordinaria, gli Associati possono partecipare di persona o per delega scritta ad altro Associato. Ogni Associato non potrà avere più di due deleghe. Per le votazioni a scrutinio segreto non sono ammesse le deleghe.

Art. 12 – COMPITI DELL’ASSEMBLEA

L’Assemblea ordinaria ha i seguenti compiti:
elegge il Consiglio Direttivo, il Collegio dei Revisori dei Conti;
approva il bilancio preventivo e quello consuntivo;
approva il regolamento;
determina le eventuali quote aggiuntive straordinarie a quella annuale;
delibera, in conformità all’articolo 8, su quanto concerne l’accettazione e la destinazione di entrate derivanti da lasciti testamentari.
L’Assemblea straordinaria delibera sulle modifiche dello Statuto e l’eventuale scioglimento dell’Associazione.
L’Assemblea ordinaria e straordinaria può utilizzare notizie che pervengono dagli Associati solo per il perseguimento degli scopi sociali e potrà renderle pubbliche solo previo l’assenso degli interessati nel rispetto delle norme in materia.
All’apertura di ogni seduta l’Assemblea elegge un Presidente e un Segretario, che dovranno redigere il verbale.

Art. 13 – CONSIGLIO DIRETTIVO

Il Consiglio Direttivo è composto da cinque a tredici Associati, eletti dall’Assemblea fra i propri componenti. Il Consiglio Direttivo elegge tra i suoi componenti:
il Presidente;
il Vice Presidente;
il Segretario;
il Tesoriere.
I componenti del Consiglio Direttivo svolgono la loro attività gratuitamente e durano in carica tre anni e sono rieleggibili.
Il Consiglio Direttivo può essere revocato dall’Assemblea con la maggioranza di due terzi degli Associati.

Art. 14 – COMPITI DEL CONSIGLIO DIRETTIVO

Il Consiglio Direttivo è l’organo esecutivo dell’Associazione. Si riunisce su convocazione del Presidente, su richiesta motivata da almeno due terzi dei suoi componenti, su richiesta motivata e scritta di almeno un terzo degli Associati.
La convocazione del Consiglio Direttivo deve avvenire a mezzo lettera inviata almeno cinque giorni prima della data della riunione. Sono comunque ammesse altre forme di comunicazione (fax, invito verbale, etc.) purché possa essere provata l’avvenuta convocazione.
Le riunioni del Consiglio Direttivo sono validamente costituite quando siano presenti la metà più uno dei suoi componenti e le deliberazioni sono assunte con la maggioranza dei votanti.
In caso di parità prevale il voto del Presidente dell’Associazione.
Il Consiglio Direttivo ha tutti i poteri di ordinaria e straordinaria amministrazione.
Nella gestione ordinaria i suoi compiti sono:
determinazione della quota annuale;
predisporre gli atti da sottoporre all’Assemblea;
formalizzare le proposte per la gestione dell’Associazione;
elaborare il bilancio consuntivo che deve contenere le singole voci di spesa e di entrata relative al periodo di un anno;
elaborare il bilancio preventivo che deve contenere le singole voci, le previsioni delle spese e delle entrate relative all’esercizio annuale successivo;
curare sotto ogni aspetto eventuali convenzioni con altre Associazioni o Enti pubblici e/o privati.
Di ogni riunione deve essere redatto verbale.

Art. 15 – IL PRESIDENTE

Il Presidente ha la firma sociale, la rappresentanza legale dell’Associazione di fronte a terzi e in giudizio, convoca e presiede l’Assemblea degli Associati e il Consiglio Direttivo.
Spetta al Presidente coordinare l’attività dell’Associazione e garantirne la continuità.
Ha il potere di firmare ogni atto deliberato ai sensi dei precedenti articoli, sia di ordinaria che di straordinaria amministrazione.
Può conferire a singoli Associati procura speciale per la gestione di attività varie, previa approvazione del Consiglio Direttivo.

Art. 16 – IL VICE PRESIDENTE

Il Vice Presidente sostituisce il Presidente in caso di sua assenza o di impedimento.

Art. 17 – IL SEGRETARIO

Il Segretario viene eletto dai e tra i componenti del Consiglio Direttivo.
È suo compito provvedere a redigere i verbali delle riunioni del Consiglio Direttivo e dell’Assemblea degli Associati, come pure seguire l’esecuzione di quanto verrà deliberato dal Consiglio Direttivo.

Art. 18 – TESORIERE

Il Tesoriere viene eletto dai e tra i componenti del Consiglio Direttivo.
È suo compito aver cura dei registri contabili dell’Associazione affinché siano debitamente redatti a norma delle vigenti leggi.

Art. 19 – COLLEGIO DEI REVISORI DEI CONTI

Il Collegio dei Revisori dei Conti è composto da tre membri effettivi e da due supplenti, eletti dall’Assemblea, qualora la stessa lo ritenga necessario, al di fuori dei componenti del Consiglio Direttivo. Durano in carica tre anni e sono rieleggibili.
È suo compito verificare periodicamente la regolarità formale e sostanziale della contabilità, redige apposita relazione da allegare al bilancio preventivo e consuntivo.

Art. 20 – GRATUITÀ

Tutte le cariche sociali sono esercitate nella gratuità.
Agli Associati compete solo il rimborso delle spese sostenute, debitamente documentate.

Art. 21 – IMPIEGO DEGLI UTILI

Gli utili eventualmente conseguenti devono essere impiegati per la realizzazione delle attività istituzionali e di quelle direttamente connesse.
L’Associazione non può distribuire, anche in modo indiretto, utili o avanzi di gestione nonché fondi, riserve o capitale durante la vita della stessa, salvo che la destinazione o la distribuzione non siano imposte dalla legge ovvero siano effettuate a favore di altre Onlus che per legge, statuto o regolamento fanno parte della medesima ed unitaria struttura.

Art. 22 – SCIOGLIMENTO

Lo scioglimento dell’Associazione viene deliberato dall’Assemblea straordinaria a norma di legge. Il patrimonio residuo dell’Ente deve essere devoluto ad altre Onlus con finalità analoghe o per fini di pubblica utilità, sentito l’organismo di controllo di cui all’articolo 3 comma 190 della Legge del 23 dicembre 1996 numero 662, salvo diversa previsione di legge.

Art. 23 – RINVIO

Per quanto non previsto dal presente statuto valgono le norme di legge vigenti in materia.

The “Spoken book”

The National Centre of Spoken Books lends for free books and magazines recorded on audio cassettes on behalf of the Italian Union of the Blind.
With this issue of our newsletter you will also receive a brochure with the instructions on how to use the service.
We received an invitation to give you notice of this service by the Centre itself and we are glad to suggest it to you. The people willing to use it, can request it directly to the nearest Regional Centre, which will send you the catalogue (over 10,000 books) on which you will indicate your choices. Afterwards, you will receive some nice small leather briefcases containing the tapes that you can listen to and return at the end of the listening.
The service is free, you do not even need to pack the tapes, you will only have the responsibility to go to the nearest post office for collection and for the subsequent shipment.

Illumination in classrooms

Taking an achromat’s point of view, unfortunately classrooms are thought and illuminated bearing in mind the needs of the rest of the population who has a normal sight: powerful lights on the ceiling, big windows that let the sun in, light-coloured desks and walls are the usual common features of a classroom. Sometimes there are exceptions and, while achromats feel completely at ease, all other people complain about poor illumination. Fluorescent lights, which are the most commonly used in classrooms, are normally almost unbearable to an achromat’s eye. In order to shield their eyes from strong light coming from the ceiling, many achromats have to wear hats or peaked caps. Moreover, sometimes there is so much light in the classroom that achromats have to wear the glasses they are used to wear outdoor.

It is important to help achromat students in choosing the desk that is both nearer to the blackboard and, at the same time, located far from powerful sources of bright light. It is possible to darken a student’s desk covering it with a cloth, some paper, a cardboard or with other “not shiny” materials. Sometimes it is possible to dim the light that illuminates the work area of a student just by drawing a curtain, closing the shutters, or switching off a group of lamps. On some occasions, as during an exam or when an intense writing and reading activity is required, it could be agreed that achromat students carry them out in a different part of the building where more favourable light conditions are found. Sometimes it is just sufficient to use a room next to the usual one, where the lights can be regulated.

 Reading

Achromat students often have difficulties in reading normal-sized photocopies. In case of need, it is possible to make enlarged copies of the reading materials for people suffering from any kind of visual impairment. “Readers” (paid employees or volunteers) can prepare copies with enlarged characters of the educational material. If students are not able to read what is written on the blackboard, a classmate or a teacher can give them a copy of it.

 Aids

As far as devices and special materials are concerned, achromats do not need much while at school. They tend to follow every activity in a conventional way. When using a computer, instead, they take advantage of magnifying programmes, big screens and controls, and devices which can darken the screen. Many schools have at their disposal also some video magnifiers. Achromat students can see what they write in a better way using a pen with a thicker stroke. In the classroom, magnifying glasses and telescopic aids that can be hold in the hands, with a stand or mounted on the glasses can be of inestimable value to them. There are reading and writing supports which enable visually impaired students to bring the material closer to the eyes without having to bend over it too much. Usually children are against the use of these devices, but mature students tend to appreciate the benefits of maintaining a proper body position.

 Playing outside

Here below you will find some ways to help achromat children in outdoor playgrounds:

  • have somebody help them: a reliable friend, a volunteer or a field assistant;
  • inform the playground supervisors of the special problems of the achromat students and get help from them;
  • let achromat students play in shady areas (usually near trees or buildings);
  • use caps, visors or other devices to diminish the amount of light that enters the eyes;
  • regularly or occasionally use indoor playgrounds with a proper supervision.

Integration in the outdoor play activities is an objective to be pursued and there are various ways to do this, depending on the specific activity to be carried out.

 Physical education lessons

If teachers are available to certain adjustments, students whose only disability is achromatopsia should be able to participate in normal Physical Education lessons, although each case needs to be examined on an individual basis. PE teachers in primary school are often used to working with students who have a wide range of skills and they usually want everyone to participate in each activity. They are also aware that students with special needs are those who will get the greatest benefit from their lessons.

The following tips can help parents and teachers:

  • ask for the support of a special aid teacher used to work with visually impaired people: they should be able to suggest some simple ways to adapt physical education activities;
  • suggest the School Principal that a meeting about visual difficulties related to achromatopsia can be held with teachers;
  • ask our Association for intervention.

Most of the physical education activities do not require the maximum possible illumination: sometimes up to half of the lamps of the gym can be switched off. If it is possible, use a ball that contrasts with the background. For indoors games this means using a dark or a striped ball. For outdoor soccer, a light coloured ball will contrast more sharply with the grass or the ground. For students with achromatopsia it might be helpful to use a bigger, possibly audible ball while playing football and volleyball so that it might be easier for them to see it, but generally for these fast games achromats have to face a lot of difficulties because their visual field is reduced as for depth. Some useful orientation exercises can be carried out with an audible ball not only for visually impaired people, but also for able-bodied people asking them to close their eyes. Children with a visual defect, as well as children who have difficulties in perceiving the depth, may take advantage of obstacle courses, in which students crawl over, under, around or through various structures. Activities in pairs, such as sack races, running a wheelbarrow race and other activities are also excellent for these students who learn to move in the space with greater confidence. When teaching a new motor activity to students, the teacher should provide, in addition to a physical (visual) demonstration, also a clear verbal description, keeping very near to achromat students. It is important to note that many Physical Education activities do not require any adjustment.

 Colours in classroom activities

All achromat students also suffer from complete or incomplete colour blindness and teachers must be aware of this. It is fundamental to prepare modified or alternative didactic material for these students when the educational activities carried out in classrooms ask to match colours, recognise colours, codify through colours or use colours in any other way.

 Raise awareness about achromatopsia

When school staff and other students are aware and informed about achromatopsia everyone can have a benefit from it. Therefore, a teacher, a parent or a student who has achromatopsia could give a presentation on the topic during a lecture or a parent-teacher-student meeting.

 Individual differences among achromat students

Some students with achromatopsia use large print books, while others use normal print books keeping them very close and, finally, some students use both. Some people very often use magnifying glasses, others use them very little or not at all. Some find the video magnifiers useful, some don’t. When using a computer or a video magnifier, some people find it easier to read white text on a black background and others prefer black text on a white background. All these differences should be taken in the utmost consideration according to the preferences of each student, since they are influenced by age, the entity of the visual limitation, the grade of the school they attend and also by many other factors.

  Services for visually impaired students

A good assistance programme for high school and university students with visual impairment should offer the following services:

  • free or low cost enlarged copies of educational materials;
  • assistance during enrolment procedures, requests for financial support and other bureaucratic procedures in which forms have to be filled out;
  • help in orienting in schools and universities (removing “visual and chromatic barriers”: signs must always be present and they should have big characters on them which should properly contrast with the background, e.g. avoid using red letters on a black background, etc. …);
  • loan of tape recorders;
  • support in case of problems with particular teachers or specific lessons;
  • assistance in the use of the library;
  • reading services (the “Readers” may help to take notes but also to bring people to school with the car, etc. …);
  • assistance in finding textbooks and other materials in the university library;
  • access to assistive technology (large computer monitors, magnifying software, video magnifiers, etc. …);
  • indication of other available resources for visually impaired people;
  • advice on matters relating to disability;
  • special arrangements for exams: enlarged materials, more time to carry out the test and comfortable environments from the visual point of view;
  • cabinets which can be locked where to put their aids and devices.

The Parliament approved a law which affects us closely and which all associations for visually impaired people have long been waiting for.
Law 3/4/’1 nr. 138 was published on the Official Gazzette, General Series nr. 93 on April, 21th 2001.
It reads: “Classification and quantification of visual impairments and regulations on ophthalmic exams”.

Reading Law nr. 138, it is clear that the legislator intended to regulate and classify visual impairments, harmonizing the Italian law with the relavant standards introduced by the W.H.O. on this issue.

VISUALLY IMPAIRED PEOPLE HAVE BEEN DIVIDED AS SUFFERING FROM:

  • BLINDNESS: TOTAL O PARTIAL;
  • VISUAL IMPAIRMENT: SEVERE / MILD – SEVERE / LIGHT.

The criteria to refer to, so as to identify the subject who are legally entitled to be recognised as part of these categories, are the following:

  • visual power;
  • range of the visual field.

The assessment of visual field loss is definitely a big step forward in relation to a fair allocation of the degree of disability to be assigned to visually impaired people. At the moment, this legislation does not modify the social and economical benefit assigned by the welfare system, nevertheless, it will become a must reference for future interventions, both at national and local level, which will be adopted for the benefit of visually impaired people. Achromatopsia is unfortunately not mentioned in Law nr. 138; neither as a debilitating factor itself nor as an aggravating factor when coupled with reduced visual acuity. Legal and juridical recognition of achromatopsia is, in my view, one of the most important goals for the Italian Achromats Association.

The path to achieve this is still very long and it will not be easy to reach the goal. It will be necessary to press the whole ophthalmology sector closely, without haste but also without rest. The consent and support of the medical and ophthalmic community is an essential prerequisite to raise awareness in the major public and in politicians so as to grant achromatopsia its “right to exist”. Up to now, achromatopsia has been neglected or considered, at the most, as a strange minor retinal anomaly in relation to the consequences it has on the condition and quality of life of achromats.

The honour to reverse this disadvantageous situation, is up to us – the achromats – and we have to make it happen giving our personal contribution. How can we do that? Firstly, doing our utmost to drive the attention on our problem and taking action to give them visibility and secondly asking and obtaining the removal of”colour barriers”, so that we can compete and live together with other people taking advantage of equal opportunities.

Trying magnifying programmes

Keyboards for visually impaired people

As for keyboards for visually impaired people, I would like to stress that there is a kit of 91 stickers for IBM or IBM compatible keyboards and for Mac computers, which is called “ZoomCaps”.
The kit is available in two different versions: “black letters on ivory background” or “white letters on black background” which are very easy to read.
There is also another kit which is called “Combo Large Print Letters” and it is available in three different versions: “white letters on black background”, “black letters on ivory background” and “black letters on yellow background”.

My experience with monoculars and other aids

MY EXPERIENCE WITH MONOCULARS AND OTHER AIDS

I want to tell you about my experience with monoculars.
For those who are not familiar with them, monoculars are valuable optical instruments that allow to bring into focus both near and distant objects. Basically, it is like half of a telescope. They are available in various sizes, even pocket-size and thus they are easily transportable.
For example, I always carry a monocular with me and I use it when I have to look at a road sign, a sign or a detail of a shop window or at the display showing schedules in railway stations. Some other times, it is useful to me to observe from afar a landscape (or at least to have an idea of how the landscape appears to my eyes!) or to read a caption in a museum with the comments of an art work. Among other things, it is useful for recognizing people from a distance and so on.
A few years ago I purchased my first monocular without knowing much about it (I was not even aware of our Association): I desired to have an easy-to-use aid that would help me when I had difficulties in looking from the distance. Today my desire has been more than satisfied. My monocular (which is worn-out by now), by an unknown brand (maybe it is Japanese or something like that), is a cheap one. Maybe for this reason it is not really precise, but it gives me no particular concern, because I know that, even if I lose it, I would not have thrown away a big amount of money.
Recently, at the meeting that the Association organised in Bologna in January, I got to show it to other achromats that gathered there. At that time there was also an exchange of information among those who owned one.
The interest that some achromats showed towards the one I owned, incited me to learn more about these devices and to be able to give some more information to interested people.
First of all, I went back to the shopkeeper who sold it to me, but unfortunately he no longer had that kind of monocular. I walked all over the city, but I did not find any shop where they could give much information about such aids.
However I found out that technically there are two kinds of monoculars: prismatic and Galilean. The first one, thanks to the peculiarity of its lenses, allows the focus by turning the two cylinders of which it is composed; it is very precise but proportionally also very expensive. To achieve a good result, it is necessary to use both hands. Among those that I could try or those I looked at in the catalogues, the best models cost around 250/300 €. Also for the second model, the focus is reached thanks to the rotation of a cylinder on the other, but it is more easy as, rotating on itself, the monocular gets longer, like a telescope. I personally find it extremely practical, because I can bring the objects into focus even with one hand. The cost is much lower: from 50 to 60 €.
For the people who are interested in it, it is good to mention what characteristics you should take into consideration while making your choice: the magnification power and the distance of the focus.
The number of the enlargements measures the monocular magnification ability. I could notice the following measures which are on the market: 4X, 6X and 8X, where “X” stands for “times” or magnification.
The distance of the focus also distinguishes between the minimum distance and the maximum distance. The minimum distance is very important because it measures the magnification ability and thus the possibility to use the monocular for close objects. The minimum distance that I have found ranges from 20 to 40 or 60 centimetres. However, the bigger the minimum focus distance is, the smaller the magnification power is: for example, a monocular with a minimum distance of 20 cm can hardly achieve the 8x magnification. On the market you can also find an adapter which, combined with the monocular, turns it into a microscope, so that you can read very small letters at a very short distance. Generally speaking, the maximum focus distance is infinity. This allows, therefore, to watch from afar.
I did a little research on the Internet about this aid, as I was motivated by both my curiosity and the interest that other achromats had shown for it. Among the many sites that exist, I found one that does not have much in common with optics and low vision aids (let alone with achromatopsia!), but in my opinion it can meet our needs.
Far from wanting to make advertising, I would like to mention cliped.it website. It is a website where a company sells products which are related to electronics, modelling, mineralogy, numismatics and philately which can be bought by mail order. It apparently produces items which are very far from our needs. In fact, browsing the catalogue, or leafing through the paper one (upon request they send it to you in few days), you can find many interesting things: magnifying glasses of various sizes and features and, of course, monoculars.
I was intrigued not only by the lack of attention showed by shopkeepers in my city, but also by the reasonable cost of the monocular buying it online (51,65 € plus shipping costs), so I ordered a 8X monocular with a minimum focusing distance of 40 centimetres. After a few days I received the package – cash on delivery – and I realised with amazement that I had purchased a monocular (my second one, my spare one) that meets my needs.
Basically, sometimes, you can also spend a little to get decent quality aids, but what matters most, you can find effective tools to answer our unusual needs.

Ancora sul test genetico per l’Acromatopsia

Alcuni centri in Italia in grado di eseguirlo

Carissimi amici,

torno ancora sul tema del test genetico per l’Acromatopsia, perché finalmente abbiamo individuato alcuni centri in Italia in grado di eseguirlo. L’altra novità importante è che questi centri erogano prestazioni per conto del Sistema Sanitario Nazionale, il che significa coperte dall’esenzione di cui molti di noi usufruiscono. In quest’articolo vi parlo della SOD Diagnostica Genetica dell’Azienda Ospedaliero Universitaria Careggi di Firenze (AOUC), di cui sono venuto a conoscenza tramite il sito dell’A.P.R.I. onlus di Torino (che — ne siamo grati — dedica alla nostra malattia un suo spazio: http://www.ipovedenti.it/acromatopsia).

Il metodo che utilizzano al Careggi di Firenze è il next generation sequencing  (NGS). Com’è noto questo laboratorio ha acquisito una forte esperienza non solo nell’esecuzione dei test genetici di moltissime malattie genetiche comprese le retinopatie, ma anche nella loro interpretazione, che soprattutto con le nuove tecniche è la parte più rilevante del test! Tra gli esami eseguiti figurano quelli relativi alla Distrofia dei coni (gene ABCR) — che noi chiamiamo comunemente Acromatopsia — di cui si indica come referente la d.ssa Ilaria Passerini.

Prima di descrivere la procedura da seguire, vorrei richiamare alcune premesse, note alla maggior parte di voi, ma sempre doverose. Si tratta di un esame che, di per sé, non è indispensabile per diagnosticare l’Acromatopsia, ma che si può valutare di fare, specie in determinate circostanze. Secondo un dato confermato dalla d.ssa Luisa Pinello, le mutazioni note sono riscontrabili solo nel 75% dei casi: pertanto non in tutti i casi con diagnosi clinica di Acromatopsia la ricerca della mutazione risulta positiva. Personalmente mi sono deciso a farlo, perché in occasione di una chiamata a visita dall’INPS, il medico legale mi ha contestato che nella documentazione presentata mancava il test genetico. Roba da matti! Per fortuna la difficoltà si è superata con l’intervento dell’oculista che, evidentemente più competente (e peraltro a conoscenza della malattia per circostanze che non sto a spiegare), ha ritenuto sufficiente la certificazione di cui ero in possesso. Così pericolo scampato! Ma ho pensato che, per prevenire grane di questo tipo in futuro, poteva avere un senso tentare di procurarmi anche questo “pezzo di carta”. Tutto qui!

Ora vi dico come fare, senza la pretesa che questa procedura sia l’unica possibile e che possa andar bene per tutti:

1. Farsi prescrivere dal proprio medico di famiglia

– Una visita specialistica per consulenza genetica (perché il laboratorio accetta di fare il test solo se la relativa modulistica è controfirmata da un medico genetista);

– Un test genetico per Acromatopsia.

2. Fare la consulenza genetica o concordandola presso la SOD Diagnostica Genetica del Careggi, oppure rivolgendosi ad uno dei genetisti in Italia con cui questo laboratorio è in contatto. Al genetista si espone l’intenzione di volersi sottoporre al test. Lo specialista autorizza la procedura compilando le parti di sua pertinenza della modulistica fornita dal laboratorio e scaricabile in Internet all’indirizzo http://www.aou-careggi.toscana.it/internet/docs/file/Laboratorio/DiagnGenetica/12_Diagn_Gen_esami%281%29.pdf.

3. Prendere contatti con la SOD Diagnostica Genetica del Careggi per annunciare la spedizione di campione prelevato presso altra struttura in convenzione con AOUC, o non in convenzione. Il campione inviato deve essere etichettato con i dati anagrafici del paziente: nome, cognome e data di nascita.

4. Si può telefonare al numero 055.794.9363 dal lunedì al giovedì tra le 9,00 e le 11,00, o scrivere alla d.ssa Ilaria Passerini all’indirizzo e-mail: passerini@aou-careggi.toscana.it.

5. Il risultato viene inviato al genetista che ha apposto timbro e firma sulla modulistica. I tempi di attesa si stimano intorno ai sei mesi.

6. Il vero problema è, in realtà, come mandare il campione di sangue a Firenze (sempre che non si abbia tempo e voglia di fare una gita nel capoluogo toscano!). Se l’ospedale cui ci si rivolge per la consulenza genetica si rende disponibile anche per il prelievo e la spedizione (attraverso i propri canali interni), allora la cosa è estremamente semplice. Se invece, come può capitare per varie ragioni, l’ospedale non è in grado di offrire questo servizio, la questione si complica non poco, perché né le poste né i corrieri accettano di trasportare materiale biologico per conto di privati cittadini: occorre disporre di un codice cliente ed avere, con qualcuno di loro, un rapporto di lavoro continuativo. Per cui la soluzione che consiglio è di fare la spedizione tramite una qualsiasi azienda di fiducia che, per la sua attività, si serve stabilmente di un corriere. Si tenga presente che mettere le provette in un comune pacco postale (non dichiarandone il contenuto), è illegale e… rischioso!

7. Preciso che il sangue non necessita di condizioni particolari di trasporto o conservazione. Il campione va però confezionato nel rispetto delle norme per il trasporto di materiale biologico. Le provette sono quelle comunissime “da emocromo” contenenti un anticoagulante (vacutainer da 6 ml con EDTA).

8. Nella confezione contenente le provette va messa

– Tutta la modulistica fornita dal laboratorio (che deve essere firmata, come già detto, dal medico genetista e, ovviamente, dal diretto interessato),

– La fotocopia della tessera sanitaria,

– L’impegnativa del medico di famiglia con prescrizione di test genetico per Acromatopsia.

9. La spedizione va fatta preferibilmente indicando come mittente il genetista (e l’ospedale) che ha fatto da tramite. Meglio se all’inizio della settimana (il lunedì o martedì). L’indirizzo è:

Vorrei precisare che lo scopo di questo scritto è solo quello di riportare un’esperienza e indicare concretamente un canale che sta consentendo (a me) di raggiungere l’obiettivo. Non escludo, anzi ne sono quasi certo, che altri potrebbero aver individuato altre procedure ed altri centri (di cui sarebbe utile riuscire a fare una mappatura).
